We know there is a great deal of uncertainty in our community due to the recent Government Shutdown. CDA remains committed to supporting clients during this challenging time. Our Resources Team has put together a list of resources below.

We will continue to update this page as additional information and updates are received.

11/6/25 UPDATE: The State will issue partial CalFresh benefits starting sometime the week of November 10th.

What is happening?

Due to the ongoing federal government shutdown, funding for November 2025 CalFresh benefits may be delayed or disrupted if the shutdown continues past October 23. Based on the state guidance, the county is advising local CalFresh beneficiaries to prepare to not receive benefits beginning November 1, 2025.

CalFresh is the food assistance program also known as the Supplemental Nutrition Assistance Program (SNAP). It helps eligible low-income families buy groceries with monthly benefits through an Electronic Benefit Transfer (EBT) card. CalFresh is fully funded by the federal government, managed by the state, and administered by counties.

Things to Do Now:

  • Use your current benefits: plan meals and stretch your grocery budget.
  • Identify backup food resources (food banks, community pantries, and school meals).
  • Call 2-1-1 San Diego for help.
  • Budget for a possible gap: save where possible and rely on school meal programs.
  • Talk with your children in age-appropriate way about the plan so they feel included and reassured.
  • Shop smart: choose nutritious, cost-effective foods like in-season produce and bulk items.

Furlough Bridge Loan Program through Hebrew Free Loan of San Diego for federal employees that are currently not receiving paychecks.

Loan program qualifications are:

  • Federal employees (including contractors) in the San Diego Jewish community directly affected by the federal furlough;
  • Loan Amount: Up to $2,500;
  • Guarantor Requirement: Waived for this specific program only;
  • Credit Score Requirement: Minimum FICO score of 700 or higher and no collections or bad debt on credit report;
  • Repayment Terms: Repayment will begin upon the federal government resuming pay. Specific terms will be set on a case-by-case basis.
