CDA Receives “2024 CEO of the Year” Award

Bonita, CA – June 28, 2024– The San Diego Business Journal has awarded Rick Richardson, President and CEO of CDA, the distinguished “2024 CEO of the Year” award in the Nonprofit Organization category. This accolade recognizes Rick’s visionary leadership and the transformative impact he has made on CDA and the broader community.

Rick’s strategic foresight and collaborative approach have enabled CDA to become a beacon of opportunity for over 26,800 children and 5,000 child care providers across six counties. His leadership has resulted in a fourfold growth in CDA’s size and service capacity, recently expanding its reach from 6 to 24 counties in California. Under his guidance, CDA has established itself as a top organization where individuals can build impactful careers while changing the world.

Rick’s unwavering commitment to the well-being of both employees and clients has been instrumental in earning CDA accolades at both the local and state levels. His extensive community engagement includes serving on numerous boards, associations, and nonprofit organizations, championing the welfare of families and underserved communities. Known for his ability to unite diverse organizations to create synergistic relationships, Rick is a passionate advocate for policies and initiatives that uplift children, families, and childcare providers.

“We are deeply honored by this recognition from the San Diego Business Journal, which highlights the significant work and impact CDA has had over the past five decades,” said Rick. During the event’s interview, Rick was asked, “What does it mean to be a good CEO leader?” He responded, “It means to light a fire in your team’s hearts that will create positive change. This award is for our 285 employees at CDA who work hard every day to support the community. I couldn’t do this important work without them.”

Rick’s leadership has launched new initiatives that have propelled CDA into the spotlight, earning recognition and accolades for its outstanding work. His advocacy and dedication continue to inspire positive change and foster a collaborative spirit among various organizations.

CDA Reimbursement Schedule
Family is authorized with a variable schedule

Variable schedules are reimbursed for the actual care hours provided that are within the hours authorized. The reimbursement will not exceed the amount billed by the provider or the full-time (FT) or part-time (PT) RMRC listed on the certificate for child care services. CDA will not reimburse for child absences, provider holiday or closure days on a variable schedule. If the full billed/invoiced amount is not paid, the parent is responsible for the difference directly to the provider.

Reimbursement of provider non-operation days/holidays

The number of reimbursable provider holidays and/or non-operation days is limited to a maximum of 10 days per fiscal year. Once these allowable limits are exceeded, reimbursement will be prorated for future closure days.

Reimbursement of registration fees, material fees, insurance fees

Fees for registration, material and/or insurance may be reimbursed if the current reimbursement amount does not exceed the Regional Market Rate Ceiling (RMRC). Reimbursement of these fees is limited to one (1) per child, per fiscal year and will be made in a single payment when requested on the child’s attendance record.

Note: For providers with programs that have multiple fees in one year or where it has been determined that the reimbursement amount exceeds the RMRC, the excess fees will be the responsibility of the parent.

License-Exempt Providers

When child care is authorized for a total of 25 or more hours per week the Full Time Weekly RMRC will be used. When child care is authorized for a total of less than 25 hours per week the Part Time RMRC will be used.
