Get More Money for Groceries with Pandemic EBT

The pandemic has made it harder to feed the whole family. Pandemic EBT (or P-EBT) is a federal program that gives eligible families food benefits to replace meals lost at child care or school because of the pandemic. Learn how P-EBT can help you make a smaller budget feel bigger.

EBT Online (ca.gov)

As of April 28, 2020, individuals and families have options for purchasing groceries online using their EBT card:

  • Home delivery using your EBT card at Amazon and Walmart.
  • Home delivery with the Instacart app and their participating stores. For a complete list of participating Instacart stores, visit Instacart’s EBT Online information page.
  • Groceries can also be purchased online for pick up at participating AlbertsonsSafeway, and Vons locations.
  • Sam’s Club does not currently offer EBT shopping or payments online, but some Sam’s Club locations offer EBT payments through the Sam’s Club Scan & Go app. Pay with your EBT card through the app to skip the lines at participating physical locations. Small Business Assistance and Resources for Child Care Providers

Federal, state, and local government officials are working together to provide multiple funding options to small businesses seeking relief. Learn more by clicking the titles below.

The Small Business Stimulus Grant Program is available to businesses affected by COVID-19. Applications are now open for eligible businesses, subject to the availability of funding. The program is funded by the San Diego County Board of Supervisors allocated federal CARES Act funding. Apply at https://www.sandiegocounty.gov/stimulusgrant/


On November 30, 2020, Governor Gavin Newsom announced the following assistance for Businesses impacted by COVID 19:

Tax Relief for Businesses Impacted by COVID-19

California will provide temporary tax relief for eligible businesses impacted by COVID-19 restrictions. The temporary tax relief:

  1. Entails an automatic three-month income tax extension for taxpayers filing less than $1 million in sales tax.
  2. Extends the availability of existing interest and penalty-free payment agreements to companies with up to $5 million in taxable sales.
  3. Provides expanded interest-free payment options for larger businesses particularly affected by significant restrictions on operations based on COVID-19 transmissions.

New COVID Relief Grant for Small Businesses

The Governor announced the creation of a $500 million COVID Relief Grant administered by the California Office of the Small Business Advocate (CalOSBA) at the Governor’s Office of Business and Economic Development for small impacted by COVID health and safety restrictions.

The Grant will distribute relief through grants of up to $25,000 to those located in economically disadvantaged and historically under-resourced and small businesses throughout the state by early 2021. Non-profits would also be eligible for these grants. CalOSBA is establishing the program and will make it available to small businesses as soon as possible – for updates on availability visit here.

Increased Funding for the California Rebuilding Fund

The Governor also announced that the state would expand the California Rebuilding Fund by $12.5 million, bringing the total investment to $37.5 million. These efforts are informed by recommendations made by the Governor’s Task Force on Business and Jobs Recovery.

PIN 20-15-CCP provides current Coronavirus (COVID-19) guidance from the Governor’s Office for all child care settings and providers. This PIN and the updated statewide COVID-19 guidance supersedes PIN 20-06-CCP that expired June 30, and PIN 20-04-CCP, as it pertains to the staff to child ratio requirements.

Disaster Assistance is now available to all California small businesses that have been economically impacted by COVID-19. The US Small Business Administration (SBA) is offering low-interest federal disaster loans for working capital to all small businesses suffering substantial economic injury.

Economic Injury Disaster Loans of up to $2 million are available for qualifying small businesses, private nonprofits, and small agricultural cooperatives and aquaculture enterprises that have been financially impacted as a direct result of the coronavirus since Jan. 31, 2020. These loans can be used to fulfill financial obligations and operating expenses that could have otherwise been met if the disaster had not occurred, including fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact.
