Child Development Associates, Inc., its affiliates and subsidiaries, (“CDA,” “we,” “our,” or “us”) adheres to this Privacy Policy, which describes how CDA collects, uses, discloses, and otherwise processes personal information (meaning any information that identifies, relates to, describes, references, is reasonably capable of being associated with, or could reasonably be linked, directly or indirectly, with you or your household), as well as the rights and choices individuals may have regarding such personal information.
By interacting with us, you agree that your personal information will be handled as described in this Policy. This Policy supplements any other privacy policies you may receive in connection with our subsidized childcare services (our “Services”). This Policy does not apply to websites, products and services of third parties which are subject to their own privacy policies. Please read this Policy carefully to understand our policies and practices regarding your information and how we will treat it. This Policy may change from time to time.
Scope of this Policy
Except as otherwise described below, this Policy applies to the personal information CDA collects and processes related to:
- Visitors of our website where this Policy is posted, including www.cdasd.org; www.supplementalratepayment.org (collectively, the “Site”), and any other application or any other software, applications, or products we provide, and individuals who otherwise interact or engage with us, our Services, or through our Site, application, or other downloadable content;
- Individuals who receive Services from us or work with us to provide Services, including children, families, and childcare providers (“Clients”);
- Individuals who subscribe to receive news, information, and marketing communications and materials from us;
- Current, former and prospective donors; and
- Agents, vendors, and business partners.
Personal Information Collection, Use and Disclosure
CDA may collect the following categories of personal information about you:
- Personal identifiers and contact information including name, driver’s license number, mailing address, email, and telephone number.
- Information related to applicant profiles to determine eligibility for Services, including financial information, medical history, and family history.
- Information related to family and child nutrition.
- Information and background information related to donors, prospective and current.
- Internet or other similar network activity including information regarding your interactions with our website and with emails you receive from us.
- Inferences about you based on personal information collected, including how likely you may be to donate.
- Education records about Clients, including schools attended, attendance history, and grades.
CDA may use your personal information for the following purposes:
- To determine your eligibility for Services.
- To present our Site and its contents to you.
- To communicate with you as a recipient of Services or as a prospective or current donor.
- To notify you about changes to our Services, your account, your eligibility for Services, or any other reason you may interact with us.
- Any purpose that is necessary for our legitimate interests, including providing our Services, fundraising and receiving donations through our Site.
- To investigate and help prevent fraud or otherwise ensure compliance with policies and procedures.
- To provide you with support and to respond to your inquiries, including to investigate and address your concerns and monitor and improve our responses.
- To help maintain the safety, security, and integrity of our physical locations, network systems, Services, databases and other assets.
- To respond to law enforcement requests and as required by applicable law, court order, or governmental regulations.
- As described to you when collecting your personal information.
- For any other purpose with your consent.
CDA obtains the categories of personal information listed above from the following categories of sources:
- Directly from you. For example, from donor forms or enrollment applications you complete or by communicating with us by post, phone, email or otherwise.
- Indirectly from you. For example, from observing your actions on our Site, computer systems or other platforms.
- Third parties. For example, from payment processors that separately collect credit card information from donors through our website.
Disclosure of Your Information
CDA follows State regulations regarding the confidentiality of information. The use or disclosure of information pertaining to a Client (childcare provider, child, or family) shall be restricted to purposes directly related to the administration of the subsidized childcare Services. Data collection and dissemination of information shall be handled in such a manner as to ensure confidentiality of the names and addresses of all individuals. We abide by State regulations and guidelines whenever we share information necessary for the administration of the subsidized childcare services with the California Department of Social Services, participating child development agencies, the county welfare department, local child care planning councils, and any other participating agency in the county.
We may disclose aggregated information about our users, and information that does not identify any individual, without restriction.
We disclose personal information that we collect or you provide for fundraising purposes as follows:
- To our related entities.
- To contractors, service providers, and other third parties we use to support our mission.
We may also disclose personal information that we collect or you provide as follows:
- To third party service providers who may support the Services we provide to you, including payment processors, cloud storage providers, advertising and analytics, and workshop and event support.
- To fulfill the purpose for which you provide it. For example, if you give us an email to sign up for our newsletter, we will use your email to provide you with our newsletter.
- For any other purpose disclosed by us when you provide the information.
- With your consent.
- To third-party analytics and donor insight intelligence vendors.
- To a buyer or other successor in the event of a merger, divestiture, restructuring, reorganization, dissolution, or other sale or transfer of some or all of CDA’s assets, whether as a going concern or as part of bankruptcy, liquidation, or similar proceeding, in which personal information held by CDA is among the assets transferred.
We may also disclose your personal information:
- To comply with any court order, law, or legal process, including to respond to any government or regulatory request.
- To enforce any agreements, including for billing and collection purposes.
- If we believe disclosure is necessary or appropriate to protect the rights, property, or safety of CDA, our donors, or others.

We do not collect personal information automatically, but we may tie this information to personal information about you that we collect from other sources or you provide to us. We also use cookies and similar tracking technologies that enable certain advertising networks, social media companies, analytics services, and other third-party businesses to collect and disclose your personal information directly from your browser or device when you visit or interact with our website, Services or otherwise engage with us online. In some cases, we may share personal information to certain of these partners for advertising or analytics purposes.
Retention Periods
CDA will generally retain information about you for so long as we have a legal or business purpose for it or a legal requirement to maintain it.
Data Security
We have implemented measures designed to secure your personal information from accidental loss and from unauthorized access, use, alteration, and disclosure. The safety and security of your information also depends on you, including protecting your own personal information where appropriate. Additionally, the transmission of information via the internet is not completely secure. Although we do our best to protect your personal information, we cannot guarantee the security of your personal information transmitted to our Site. Any transmission of personal information is at your own risk. We are not responsible for circumvention of any privacy settings or security measures contained on the Site.
Children Under the Age of 18
Our website and services are not intended for children under 18 years of age. No one under age 18 may provide any information to us or on our Site. We do not knowingly collect personal information from children under 18. If you are under 18, do not use or provide any information on this website or provide any information about yourself to us, including your name, address, telephone number, email address you may use. If we learn we have collected or received personal information from a child under 18 without verification of parental consent, we will delete that information. Your Privacy Choices
We strive to provide you with choices regarding the personal information you provide to us. We have created mechanisms to provide you with the following control over your information:
Opting Out of Receiving Electronic Communications. If you no longer want to receive donor emails or marketing-related emails from us, you may opt-out via the unsubscribe link included in such emails. We will try to comply with your request(s) as soon as reasonably practicable. Please note that if you opt-out of receiving fundraising or marketing-related emails from us, we may still send you other messages in connection with your donations, transactions or services you receive.
Tracking Technologies and Advertising. You can set your browser to refuse all or some browser cookies, or to alert you when cookies are being sent. If you disable or refuse cookies, please note that some parts of our Site may then be inaccessible or not function properly.
Accessing, Correcting, or Deleting Your Information. You may send us an email at cda@cdasd.org to request access to, correct or delete personal information that you have provided to us, subject to certain exceptions. We may not accommodate a request to change or delete information if we believe the change or deletion would violate any law or legal requirement to maintain the information or cause the information to be incorrect.
California Privacy Rights
California’s “Shine the Light” law (Civil Code Section § 1798.83) permits users of our Site that are California residents to request certain information regarding our disclosure of personal information to third parties for their direct marketing purposes. Transferring Information
Our offices and our servers are based in the United States. If you interact with our website or our services, your information will be processed in the United States.
